Dates shape the search. Riverside County formed in 1893, while Norco incorporated in 1964. A person who lived in the Norco area before city incorporation may appear under county, Corona-area, school, property, or regional records rather than a City of Norco file. Historical voter rolls can be paired with city directories, deeds, probate files, newspapers, and yearbooks, but each source has its own keeper and access rule.
